Perhaps, this might be the source of the idea of your Dvar Torah.
Usually, I do not read, more over, study adaptations from the Rebbe's Sichos (with all my respect to the authors). But that time I've found in Chayenu, parsha Eikev from " Torah Studies" by R. Sacks contrasts in Shema that the commandments follow the study of Torah in the first paragraph/ parsha but precede it in the second you've mentioned. Explanation is slightly different, At the end it is stated "Adapted from Likkutei Sichot, Vol. IX pp.79- 85.
