It is said that The body is in the soul
It is also said that the soul enters the fetus (and therefore halachically alters what can be done and not done to the fetus); on the 40th day after conception.
What is the situation then before the 40th day? Is there a body without a soul? Is it just tissue of the mother? We don't see a discernible difference in the fetus between the 39th day and the 40th day.
Similarly at the other end: when the soul departs the body (i.e. death) we don't see a discernible difference.

A proof is brought from the order of words in the siddur
I.e. that the neshoma was pure BEFORE it was created proving that it is essentially pure.
But.....the nusach hatefila, the actual words in the siddur came thousands of years after the world, and the neshomas were created by the Anshei Gedola.

Of course teshuva preceded creation
Hashem knew that he was creating perfect world with tge exception of the only entity that has free choice and therefore could, and would, sin.
If teshuva wasn't created then it would be an inevitable gradual descent to the abyss of sin collectively and individually. Teshuva makes it possible to have descent and ascent, the very purpose of creation
